法国国会两院于12月19日星期二通过了一项引起广泛争议的移民法案，这标志着总统马克龙在政策上的胜利，但同时也暴露了他与中间多数派之间的分歧。这项法案是马克龙领导的政党与保守反对派间的妥协产物，反映了欧洲大部分地区政治右倾的趋势。

法国内政部长杰拉尔德·达尔马宁在下议院投票后强调了严格移民措施的必要性。这项立法旨在使得在缺乏劳动力的领域工作的移民更容易获得居留许可，同时使驱逐非法移民变得更简单。但为了获得右翼的支持，政府同意弱化居留许可措施，并推迟移民获得福利待遇的时间，包括儿童福利和住房补贴。

达尔马宁表示，他很高兴该法案得到了中间派联盟和保守派的支持，而不是依赖极右翼。这项妥协方案还包括引入移民配额，使非欧盟的失业移民获得住房福利的时间延迟五年，并可能剥夺对警方犯下严重罪行的双重国籍人士的法国公民身份。

这项法案经由特别委员会的仔细讨论后获得上下两院的批准，成为马克龙第二任任期的关键支柱。然而，随着距离欧洲议会选举仅剩六个月，移民问题将成为焦点，可能会为极右翼领导人马琳·勒庞带来政治机会。勒庞称这项法案是她的极右翼政党的“意识形态上的一次重大胜利”。

此次法案的通过对马克龙所属政党的左翼人士造成了尴尬，因为他们认为与极右派投票一致是令人不快的。复兴党的代表霍利投票反对该法案，最终复兴党有20名议员投反对票，17人弃权，131人投赞成票。

欧洲其他国家政府也正选择采取更严厉的移民政策，英国首相里希·苏纳克近日表示将推动对庇护制度进行改革，警告不断增加的难民人数可能会“压垮”欧洲的部分地区。
